TITLE 0 – GENERAL PROVISIONS
SAPC §001 – Persons Liable to Punishment of Crime
All persons within the State of San Andreas are liable to punishment under this Code for conduct constituting a criminal offence, except where the defendant had diminished mental capacity, acted in lawful self-defence against immediate harm, or acted in defence of others against immediate harm.
SAPC §002 – Parties to a Crime
Any person who knowingly aids, abets, assists, facilitates, plans, encourages, or participates in the commission of a criminal offence shall be considered a party to the crime. Any person who was aware of a crime before it was committed and failed to contact law enforcement in a timely manner, where reasonably possible, may be charged as an accessory or co-conspirator.
SAPC §003 – Attempt
An attempt occurs when a person intentionally takes a substantial step toward the commission of a criminal offence.
Punishment shall not exceed one-half (½) of the maximum fine and/or imprisonment prescribed for the completed offence.
SAPC §004 – Conspiracy
A conspiracy occurs when two or more persons knowingly agree to commit a criminal offence and an overt act is taken in furtherance of that agreement.
Punishment shall not exceed one-half (½) of the maximum fine and/or imprisonment prescribed for the completed offence.
SAPC §005 – Accessory
An accessory is any person who knowingly assists, conceals, harbours, transports, or otherwise aids an offender before or after the commission of a criminal offence.
Punishment shall not exceed one-half (½) of the maximum fine and/or imprisonment prescribed for the primary offence.
SAPC §006 – Classification of Offences
Infraction – Fine only
Misdemeanour – Minor criminal offence
Felony – Serious criminal offence

SAPC §101 – Misconduct in Public Office
Abuse of official authority or position for unlawful purpose or personal gain.
Felony – Fine up to $20,000 and/or 10 years imprisonment
SAPC §102 – Treason
Acts intended to overthrow, sabotage, or materially assist enemies of the State of San Andreas.
Felony – Fine up to $30,000 and/or 30 years imprisonment
SAPC §103 – Failure to Identify
Failure or refusal to provide lawful identification when required by law enforcement.
Misdemeanour – Fine up to $2,500 and/or 1 year imprisonment
SAPC §104 – Resisting Arrest
Intentionally preventing or attempting to prevent a lawful arrest.
Misdemeanour – Fine up to $5,000 and/or 3 years imprisonment
SAPC §105 – Obstruction of Justice
Any act intended to interfere with an investigation, arrest, or judicial proceeding.
Felony – Fine up to $15,000 and/or 8 years imprisonment
SAPC §106 – Bribery and Corruption
Offering, soliciting, or accepting anything of value to influence official action.
Felony – Fine up to $20,000 and/or 10 years imprisonment
SAPC §107 – Falsifying Evidence
Creating, altering, destroying, or planting evidence to mislead an investigation or court proceeding.
Felony – Fine up to $15,000 and/or 8 years imprisonment
SAPC §108 – Witness Tampering
Threatening, coercing, or bribing a witness to influence testimony or cooperation.
Felony – Fine up to $20,000 and/or 12 years imprisonment
SAPC §109 – Escape from Custody
Escaping or attempting to escape lawful detention or incarceration.
Felony – Fine up to $15,000 and/or 7 years imprisonment
SAPC §110 – Parole Violation
Violation of court-ordered parole, probation, or conditional release.
Misdemeanour – Fine up to $5,000 and/or 2 years imprisonment
SAPC §111 – False Report to Law Enforcement
Knowingly making a false or misleading report to law enforcement authorities.
Misdemeanour – Fine up to $5,000 and/or 2 years imprisonment
SAPC §112 – Impersonation of a Public Official
Falsely representing oneself as a law enforcement officer or government official.
Felony – Fine up to $15,000 and/or 8 years imprisonment
SAPC §113 – Failure to Comply with a Lawful Order
Wilful refusal to comply with a lawful order issued by a law enforcement officer.
Misdemeanour – Fine up to $2,500 and/or 1 year imprisonment
SAPC §114 – Tax Evasion
Wilfully concealing income, falsifying records, or otherwise evading payment of taxes lawfully owed to the State of San Andreas.
Felony – Fine up to $25,000 and/or 12 years imprisonment
SAPC §115 – Identity Theft
Unlawfully obtaining, possessing, or using another person’s personal identifying information for fraudulent or criminal purposes.
Felony – Fine up to $20,000 and/or 10 years imprisonment
SAPC §116 – Blackmail
Threatening to disclose information, images, or allegations in order to obtain money, property, services, or advantage.
Felony – Fine up to $20,000 and/or 8 years imprisonment
SAPC §117 – Extortion
Obtaining or attempting to obtain money, property, services, or advantage through force, threats, intimidation, or abuse of authority.
Felony – Fine up to $25,000 and/or 12 years imprisonment
SAPC §118 – Failure to Render Aid
Knowingly failing to provide reasonable assistance or summon emergency services for a person in immediate danger where it is safe to do so.
Misdemeanour – Fine up to $7,500 and/or 3 years imprisonment
SAPC §119 – Failure to Report a Crime
Knowingly failing to report a serious criminal offence to law enforcement when reasonably able to do so.
Misdemeanour – Fine up to $7,500 and/or 3 years imprisonment
SAPC §120 – Misuse of Emergency Services (911)
Knowingly making false, frivolous, or malicious emergency calls, or otherwise misusing emergency service systems.
Misdemeanour – Fine up to $10,000 and/or 4 years imprisonment

TITLE 2 – OFFENCES AGAINST THE PERSON
SAPC §201 – Assault and Battery
Unlawful physical force, violence, or offensive physical contact against another person.
Misdemeanour – Fine up to $5,000 and/or 2 years imprisonment
SAPC §202 – Assault with a Deadly Weapon
Assault committed using a deadly weapon or dangerous instrument, including a vehicle used as a weapon.
Felony – Fine up to $15,000 and/or 8 years imprisonment
SAPC §203 – Assault with Intent to Commit a Felony
Assault committed with the intent to commit an additional felony offence.
Felony – Fine up to $20,000 and/or 10 years imprisonment
SAPC §204 – Mayhem
Intentionally causing permanent disfigurement, disability, or serious and lasting bodily injury to another person.
Felony – Fine up to $25,000 and/or 15 years imprisonment
SAPC §205 – Kidnapping
Unlawful seizure, confinement, or transportation of a person against their will by force, threat, or deception.
Felony – Fine up to $30,000 and/or 20 years imprisonment
SAPC §206 – Attempted Murder
Attempting to unlawfully kill another person with intent to cause death.
Felony – Fine up to $30,000 and/or 25 years imprisonment
SAPC §207 – Homicide
Unlawful killing of another person with malice aforethought.
Felony – Fine up to $30,000 and/or 30 years imprisonment
SAPC §208 – Manslaughter
Unlawful killing of another person without malice, including reckless or heat-of-passion conduct.
Felony – Fine up to $30,000 and/or 18 years imprisonment
SAPC §209 – Assisted Suicide
Knowingly assisting, encouraging, or providing the means for another person to end their life.
Felony – Fine up to $25,000 and/or 12 years imprisonment
SAPC §210 – Criminal Threats
Making a credible threat of death or serious bodily harm intended to place another person in sustained fear.
Felony – Fine up to $15,000 and/or 6 years imprisonment
SAPC §211 – False Imprisonment
Unlawfully restraining, detaining, or restricting the movement of another person without lawful authority or consent.
Felony – Fine up to $15,000 and/or 7 years imprisonment
SAPC §212 – Reckless Endangerment
Engaging in conduct that creates a substantial and unjustifiable risk of serious physical injury or death to another person.
Felony – Fine up to $20,000 and/or 8 years imprisonment

TITLE 3 – PUBLIC ORDER & MORALITY
SAPC §301 – Obscene or Harmful Matter
Distribution, sale, or public display of obscene or harmful material in violation of public decency standards.
Misdemeanour – Fine up to $5,000 and/or 2 years imprisonment
SAPC §302 – Stalking or Harassment
Engaging in repeated or continuous unwanted conduct directed at a person that causes fear, alarm, or substantial emotional distress.
Misdemeanour – Fine up to $7,500 and/or 3 years imprisonment
SAPC §303 – Prostitution
Engaging in, offering, or soliciting sexual acts in exchange for money, property, or other benefit.
Misdemeanour – Fine up to $5,000 and/or 2 years imprisonment
SAPC §304 – Drunk and Disorderly
Being intoxicated in a public place in a manner that causes disturbance, danger, or interference with public order.
Infraction – Fine up to $1,000
SAPC §305 – Causing Harassment, Alarm or Distress
Using threatening, abusive, or disorderly behaviour likely to cause harassment, alarm, or distress to another person.
Misdemeanour – Fine up to $5,000 and/or 2 years imprisonment
SAPC §306 – Incitement of a Riot
Encouraging, organising, or provoking violent public disorder or mass disturbance.
Felony – Fine up to $20,000 and/or 10 years imprisonment
SAPC §307 – Terrorism
Acts intended to intimidate the public or compel government action through violence, threats, or severe disruption to public safety.
Felony – Fine up to $30,000 and/or 30 years imprisonment
SAPC §308 – Disorderly Conduct
Behaviour that disrupts public peace, safety, or order, including fighting, unreasonable noise, or aggressive conduct in public places.
Misdemeanour – Fine up to $3,000 and/or 1 year imprisonment
SAPC §309 – Unlawful Assembly
Participating in a gathering where conduct creates a clear and present risk of violence, serious disorder, or harm to persons or property.
Misdemeanour – Fine up to $7,500 and/or 3 years imprisonment
SAPC §310 – Loitering
Remaining in a public or private place without lawful purpose in a manner that causes obstruction, alarm, or public disturbance.
Infraction – Fine up to $2,000
SAPC §311 – Fireworks
Possessing, using, igniting, or discharging fireworks without lawful authority or in a prohibited area.
Misdemeanour – Fine up to $5,000 and/or 2 years imprisonment

SAPC §401 – Theft
Unlawful taking of property belonging to another without the use of force or threats.
Misdemeanour – Fine up to $5,000 and/or 2 years imprisonment
SAPC §402 – Burglary
Unlawful entry into a structure or secured area with intent to commit a criminal offence therein.
Felony – Fine up to $15,000 and/or 6 years imprisonment
SAPC §403 – Criminal Damage
Intentionally or recklessly damaging, destroying, or defacing property belonging to another.
Misdemeanour – Fine up to $7,500 and/or 3 years imprisonment
SAPC §404 – Arson
Wilfully setting fire to property, land, or structures, or causing an explosion likely to damage property.
Felony – Fine up to $25,000 and/or 15 years imprisonment
SAPC §405 – Grand Theft Auto
Theft or unlawful taking of a motor vehicle without the owner’s consent.
Felony – Fine up to $20,000 and/or 8 years imprisonment
SAPC §406 – Robbery
Theft accomplished by means of force, intimidation, or threat of force.
Felony – Fine up to $20,000 and/or 10 years imprisonment
SAPC §407 – Armed Robbery
Robbery committed while armed with a firearm or other deadly weapon, whether or not the weapon is discharged.
Felony – Fine up to $30,000 and/or 20 years imprisonment
SAPC §408 – Possession of Stolen Property
Knowingly possessing, receiving, concealing, or transporting property obtained through theft or other criminal means.
Misdemeanour – Fine up to $7,500 and/or 3 years imprisonment
Felony – Fine up to $15,000 and/or 6 years imprisonment
SAPC §409 – Fraud
Deception, misrepresentation, or dishonest conduct intended to unlawfully obtain money, property, services, or benefit.
Felony – Fine up to $20,000 and/or 8 years imprisonment
SAPC §410 – Forgery
Creating, altering, possessing, or using falsified documents, records, licences, or identification with intent to defraud.
Felony – Fine up to $15,000 and/or 6 years imprisonment

SAPC §501 – Possession of Controlled Drugs
Knowingly possessing a controlled or prohibited substance without lawful authority.

SAPC §502 – Possession with Intent to Distribute
Possessing controlled substances with intent to sell, supply, distribute, or traffic to others.
Felony – Fine up to $20,000 and/or 10 years imprisonment
SAPC §503 – Public Display of a Firearm
Openly displaying, brandishing, or handling a firearm in a manner that causes public alarm or threatens public safety.

SAPC §504 – Possession of an Explosive Device
Unlawful possession, manufacture, modification, or control of an explosive or destructive device.

SAPC §505 – Possession of a Firearm by a Prohibited Person
Possessing, carrying, or controlling a firearm while legally prohibited due to criminal conviction, restraining order, or licence revocation.

SAPC §506 – Unlawful Sale or Transfer of a Firearm
Selling, transferring, supplying, or providing a firearm to another person without lawful authority or required licensing.

SAPC §507 – Use of a Firearm During Commission of a Felony
Using, brandishing, or discharging a firearm during the commission or attempted commission of a felony offence.

Possessing an offensive or prohibited weapon without lawful authority, excluding firearms regulated elsewhere in this Code.

Displaying, wielding, or threatening others with an offensive weapon in a manner likely to cause fear or alarm.

Operating a motor vehicle without due care or reasonable consideration for road conditions, traffic, or pedestrians.

Failure to yield the right of way to an authorised emergency services vehicle using audible or visual warning devices.

Participating in, organising, or facilitating an unauthorised motor vehicle race or speed contest on public roads.

Crossing a roadway outside of designated pedestrian crossings or in violation of pedestrian control signals, creating risk to traffic safety.

Operating a motor vehicle in excess of posted or lawful speed limits for the roadway and conditions.
Infraction – Fine up to $3,000
SAPC §714 – Road Markings and Signage
Failure to comply with roadway markings, lane controls, directional arrows, or traffic signage not otherwise specified in this Code.
Infraction – Fine up to $2,500
SAPC §715 – Vehicle Maintenance
Operating a motor vehicle in an unsafe condition due to defective equipment or lack of reasonable maintenance, including brakes, tyres, lights, or steering.
Misdemeanour – Fine up to $5,000 and/or 2 years imprisonment
SAPC §716 – Vehicle Signalling and Hazard Lights
Failure to use required turn signals, brake lights, or hazard warning lights when required for safe operation and lane movement.
Infraction – Fine up to $2,000
SAPC §717 – Driving Under the Influence
Operating a motor vehicle while impaired by alcohol, drugs, or a combination thereof to a degree that reduces the ability to drive safely.
Felony – Fine up to $25,000 and/or 15 years imprisonment

SAPC §801 – Fishing without a Licence
Fishing in state waters without holding a valid fishing licence issued by the State of San Andreas.
Infraction – Fine up to $2,000
SAPC §802 – Hunting without a Licence
Hunting, pursuing, or taking wildlife without holding a valid hunting licence issued by the State of San Andreas.
Infraction – Fine up to $3,000
SAPC §803 – Fishing or Hunting in a Restricted Area
Fishing or hunting in a protected, restricted, or otherwise prohibited area designated by law or regulation.
Misdemeanour – Fine up to $5,000 and/or 2 years imprisonment
SAPC §804 – Possession of Illegally Taken Wildlife
Possessing, transporting, or storing wildlife or animal products taken in violation of wildlife laws or regulations.
Misdemeanour – Fine up to $7,500 and/or 3 years imprisonment
SAPC §805 – Use of Prohibited Hunting Methods
Using illegal, dangerous, or prohibited methods, equipment, or practices to hunt or take wildlife.

SAPC §806 – Hunting Under the Influence
Hunting or attempting to hunt wildlife while impaired by alcohol or controlled substances.

SAPC §807 – Sale of Illegally Taken Fish or Game
Selling, trading, bartering, or profiting from fish or wildlife taken unlawfully or in violation of conservation laws.

SAPC §808 – Discharge of Firearm in Protected Wildlife Area
Discharging a firearm within a protected wildlife refuge, conservation area, or restricted environmental zone.

Illegal hunting or fishing for commercial gain, protected species, or repeated violation of wildlife conservation laws.
